ILO and NPO Scale Up Just Transition and Climate Change Initiative through Green Productivity/Resource Efficiency (RE) leading to Export Competitiveness!

Islamabad, October 01, 2026: The International Labour Organization (ILO), in collaboration with the National Productivity Organization (NPO) Pakistan, is scaling up its Just Transition and Climate Change initiative. The program supports Pakistani industries in improving resource efficiency and green productivity, bolstering their global competitiveness as the demand for green products grows.

Under the ILO’s Just Transition and Climate Change focus is to assist enterprises in adopting energy-efficient and climate-friendly practices, improving occupational safety, and driving green skills development. It also helps workers and businesses adapt to the changing demands of the global workplace. As consumers, international buyers, and global supply chains increasingly demand environmentally sustainable products, the transition to a greener economy presents both a critical challenge and a major opportunity for the country.

NPO Pakistan have the relevant professional expertise and equipment, was selected through an open bidding process to execute Phase 1 of the initiative. During this initial phase, facilitated direct interventions comprising of RE assessments/energy, shopfloor productivity and safety audits, across 16 industrial manufacturing factories (Auto and Textile Sectors). Moreover, four dissemination workshops and two Training of Trainers (ToT) sessions were conducted in Lahore and Karachi, reaching around 300 stakeholders.

Building on these encouraging initial results, including potential annual savings of approximately Rs. 26,397,206, and the practical lessons identified through NPO’s assessments as presented by the beneficiary companies during dissemination workshops held this month in Lahore and Karachi.The ILO is intended to partner with NPO to expand the initiative nationwide. The scale-up will focus on the broader dissemination and replication of proven resource- and energy-efficiency practices.

Furthermore, NPO has also drafted RE Law to reach out national wide. Firms level IMPS is also being developed with the technical assistance of foreign expert.

At the national level, this expanded collaboration aims to drive higher industrial productivity, lower production costs, reduce natural resource consumption, and build greater resilience to climate risks positioning Pakistani enterprises and workers to thrive in the emerging global green economy.
